Locksley V. Francis, grew up in the small farming community of Bellas Gate, which is located in
the Ginger Ridge division of West Central St. Catherine. He resided in this division for over fifty
years. Locksley is a dynamic entrepreneur and the CEO of Comedy Plus Entertainment. He also
engages in real estate development. With a strong background in the construction industry, he
has carved out a niche for himself, demonstrating exceptional business acumen and a deep
understanding of market trends. His ability to navigate challenges and think outside the box has
made him a formidable nominee for the Jamaican parliament.

He will initiate construction or upgrade of 1000 Homes and help local farmers and residents to acquire titles where they are genuinely deserved and hindering development.

He will Nest and Support at least 50 local businesses using raised Venture Capital to give local businesses the help they need to run profitable farms, factories and other businesses.
Development
He will transform Kitson Town into a Major Urban Centre with ALL Business & Public services. Titles & Plans will be regularized faster to add more Affordable Homes & Homesteads.
Social Care
He will secure an annual Social Safety Net to assist struggling students, retirees and low income families, allowing divisional committees to identify beneficiaries transparently.
Public Services
He will attract necessary Infrastructure Investments to install and maintain connectivity and reliable public services. supporting the expansion of local farms and business.
Infrastructure
He will Maintain & Upgrade farm roads across the constituency and will advocate for a Widening & Upgrade of Johns Road and increased funding for parochial Roads & Drains.
Community Care
He will budget for the construction and maintenance of a connected community center in each Division, to provide access to: Information, Recreation and Opportunities.
